It is legal to mix parts from the same layer of different colors?

For example 'tact' layer.
Orange/gold , purple/red and green/blue 
Variants.

If i take them apart
Use the green bottom half and red wings on the orange tact layer.

They are the same layer and weight the same.
No advantage gained just color swap.

Unfortunately, the rules state that no modifications can be made to any part on a Beyblade. That includes aesthetic modification.

Disassembling a Tact layer to swap in colored wings you like invalidates that layer for tournament usage.

It makes sense, you wouldn't want someone manipulating a gimmick.
Or switching parts for weight/teeth advantage.

It would make enforcement hard
if it is acceptable for some layers and not ok for others.

You would have to stop and prove you didn't do anything else to the layer.(besides trade identical parts)
Too many layers to know what all their insides are supposed to look like.
