If you're referring to the opaque colored and clear parts of Dual Layers, they are called Under and Over Layers respectively.

Within the same brand, you could definitely swap Over Layers to other Under Layers of the same Layer, but you could not interchange them between different Layers, such as Storm Spriggan's Over Layer with that of Victory Valkyrie's Under Layer.

I know Valtryek V2 & Victory Valkyrie and Doomscizor D2 & Dark Deathscyther have compatible Over and Under Layers between brands, but that is not always the case among Hasbro and Takara-Tomy Burst Layers, for instance like that of Doomscizor & Deathscyther or Spryzen S2 & Storm Spriggan.
