There is none.. I believe you can only get a Zorua, and that is in Driftveil city.

He may be referring to the after game, in which N's Zoroark is there, and leads you to him at his castle iirc.
ok im there but zekrom is level 70 after that is the black city and stuff unlocked
Black City and White Forest is unlocked at the beginning of the game lol.

or transfer go 2 the transfer lab it saids where its at on the map

Ya it is, you can travel White Forest and Black City before beating the game unlike the original BW.

Thunderus, Tornadus and Landorus are not catchable in the game. You may catch it in the Dream Radar app on the 3DS, and are in its Therian Formes.
And, you also forgot Cresselia, Regirock, Regice (White 2), Registeel (Black 2), Reshiram (White 2), Zekrom (Black 2), Kyurem, Cobalion, Virizion and Terakion ...
