Potentially? There'd be no evolutionary advantage to that, though, so that strain of the parasites would just die out. That's how evolution works. The whole reason the parasites remove the rat's fear of cats is because the parasites breed inside cats. If the toxoplasmosa in humans caused us to stop using safety precautions, we'd still wind up being in more danger, but the majority of humans aren't at any real predation risk, so it wouldn't serve to get the toxoplasmosa into a breeding host.
