I'm in new york state, USA, so on the US national stage (which would likely exist before an international one), there's still space for probably one or two more New York teams. Let's get cooking!
Each participating nation should have at least 8 clubs in a national league, the best of which (decided by a qualifying tournament), or if the nation is large enough, the top 3, but no more than 3, will be sent to a world tournament. In countries where 2 clubs move on, 2nd place is determined through battling the loser of the champions' semifinal match, and in countries sending 3 teams, the loser of that match faces the last opponent the winner beat or the losing finalists' semifinal opponent, whoever wins in a match between those two.
Oh I forgot, if, in a country with three teams, the champions' semifinal opponent beats the losing finalists, and fourth place beats the champions' semifinalists' quarter finals opponent, the losing finalists automatically move on. Also, teams of three, as per the beyblade x anime and Manga, with each blader using one beyblade each round (using the same bey and alternating beyblades, as per anime and Manga, are both allowed), and a loss is a loss, and each member of a team is out of the match if they lose.
