Should I buy Vanish or wait for Divine Belial?

I recommend vanish since we don't know much about divine yet..

Vanish and Tapered are two of the best parts in the game right now! Hard to go wrong with those

Considering there is only a handful of people (Those being from Japan) that have Divine Belial, i would go with Vanish since not enough people have Divine to do testing on it. Vanish is honestly one of my most recommended releases, Vanish, Tapered and 3 are all pretty good parts to have.
