They would not be legal.
The Plastic Gen reproduction group has already found a good analog for 3D printing Rubber tips. 85a shore hardness TPU printed at semi specific temperatures give a very similar grip as the official rubber pieces.

Are they available for sale? are their tips legal?
Afaik no one is currently selling them but the models are available on thingiverse for free. No they are not legal. Any unofficial tip would not be legal.
