The WBO can organized a tournament in Europe ?

they can but there isnt a big enough fan base to get to gether and host one just out of luck i guess Uncertain

Our tournaments are all fan-run, so someone who lives in a European country would need to gather enough confirmed participants and then take the initiative to host an event there.

Well, I am trying to ge ttogethor a tournament in London and Serbia if you are interested.
