You need to get eight confirmed participants, and you simply post in the Event Proposals forum, look at the rules and the Organized Play rulebooks, and just wait for our approval.
Is it okay if most of my participants that I get don't have an avatar on WBO.
Do you mean account?
All participants must have an account, I believe.

Yes.

However, the participants can sign up for an account on the day of the tournament.
We need to have real proof of the existence of at least eight of them before the day, however, if we want to approve the tournament.
Okay thank you I will ask them to make an acount.

This is the answer we will give to everyone who asks us whether there will be tournaments in "x location".

The WBO is a fan-run community. We are all volunteers here; unfortunately, there is no "group" which moves around the globe organising tournaments. If you would like to have a tournament, then promoting interest in your area is the first step.

Yes you can. That is what the WBO General forum is meant for.

You gather enough people, you get the right stadiums, you know the rulebooks, etc. You can check the Event Guide as well if you have any more interrogations.
