Would it be legal to attach weights and/or rubber to the underside of a stadium in order to prevent beys from moving it all over the place while battling?

I believe that is fine as long as it doesn't mess up the play area.
A cheap solution is to get rubber drawer liner, put it under your stadium in a square cardboard box, and use that. It will protect your parts and reduce stadium sliding.
