So my rush recently had a bit of the gear chip off. It doesn't affect performance all that much however it is noticeable. Will it be legal or not?

While the final decision is up to the judges at your local events, I see no issues with this bit. I don't expect that damage to change how the bit performs in the stadium, nor do I think the bit is any less structurally sound as to cause risk of injury or damage to another blade. I would allow it.
