STRICTLY speaking "Mewtwo" WAS introduced before Mew. (Giovani had it decked out in psychic restraints and carp when it cleaned Gary's Clock took out his WHOLE team which isn't a total impossibility, but still that was Mewtwo)

However the history of the whole series states they cloned and mutated Mew to make it an even more powerful force than it was already, so yeah other than Mewtwo showing up first it's carp backwards.

They made 150 pokemon and made mew the secret one in RBY. Mew was intended to be number 0, but it would have looked weird. All pokemon are said to originate from Mew. You could only naturally get the first 150 pokemon, and mew was given out through special events, and to prevent confusion this meant that you would have mewtwo beforehand so when you "completed" the pokedex it was actually complete, with no gaps.

Strictly speaking Mewtwo is stronger it was engineered to be stronger it has stronger stats. Not as wide a move pool or as unpredictable, but it IS in fact pound for pound stronger. It's defense is lower, but it's speed and all attacks and HP base stats are in fact better. Mewtwo is strictly stronger just not as versatile.
