There is none. The idea has been implemented before but after a short time everybody stopped using it. Plus, everything should still be monitored, and a chatroom is hard to monitor.

I think the best way to converse is either via PM, or ask for someone's email, facebook etc.

But the rules say about WBO approved tournaments only. I was asking can I get points by defeating a blader in like, my backyard?

Yes; unless there are very specific and special reasons such as multiple family members at home, it is completely against the rules to have duplicate accounts.
