Upload the avatar to an image hosting website. Copy the link, then paste it in the appropriate area of your User Control Panel. It should work.

Well, the Adobe ImageReady that came with Adobe Photoshop ... I think I have become used to it.

In Photoshop CS4, you can create animated GIFs using the Animation panel. Windows>Animation.
