Here's the deal. 

I don't have Level.

I see it recommended in literally every combo video I watch, and it seems like a really cool part. But the thing is, it's almost more expensive NWOP. So I figured, should I buy the set just for Level considering it would also give me 2-70 and Saber Samurai?

Its really only worth for the longer launcher (If you don't already have one) and level which Is a pretty good bit being able to "level" itself during battle its pretty stable and has pretty good stamina but you can get some other beys that are really good if you need some decent beys for less of a price go on beys and brick AND I forgot to mention you can buy the bit by itself on online stores like beys and bricks mall of toys and other online bey stores but yeah you can just buy the bit by itself
I have a good launcher already.
Should I save for the Shark Scale Deck Set instead though, considering I also don't own Shark Scale?

SharkScale Deck Set is significantly better than SamuraiSaber the fact that you also get Level from that set, and yes I think you should save up.
Because you don't own the Shark Scale deck set and Level, it would be better to save for the shark scale set. It comes with shark scale (meta), roar tyranno (B tier) and Sol Brave (B tier). The parts are extremely good. 1-70, 3-60, UF and Level are the stars, not to mention Jaggy assist blade. Overall the set is a way better purchase. The only problem I have with it is that there is no launcher.

It's HellsBrave by the way, and 4-50 is also an awesome part.

So, there’s a website called beylocker and they sell official parts for those (like me) who can see valuable in beyblades e.g. samurai saber 2-70 l, most bladers would mainly want level out of those parts, it’s quick and cheap and a must for those playing competitively with a tight budget
