They are not faster because they are taller. SPM are metal weighted versions of Speedstorm tips that are heavier and taller. The speed boost comes from the Speedstorm system stadiums themselves(which I believe any standard Tip can use since the Speedstorm Tips are just normal tips with slight variations) which the anime already demonstrates how it works. When in the speed cradle, they're supposed to gain a speed boost to attack the opponent. The interesting thing about this is, that it is separate from a Speedstorm Dual Pack listing which means one of two things: 1) there's some sort of "collection" series that Hasbro is doing alongside Surge, or 2) it's a mistake in the listing, but the listing has popped up on more than one site so this seems less likely. Maybe this "collection" series is has to do with the Cho-Z Valtryek or Cho-Z Achilles beys in the app, but it seems to be separate from Speedstorm whatever it may be.
