You can purchase a Blader Passport at any event as long as money can be transfered to us, yes.

It would not be in the Official Events forum if it were just a meet-up, and we would not list it under "Upcoming Events".

If there are no "physical prizes", then you will get a Gold Face, at least five Credits, and your Beypoints will probably be high after all your matches. Not to mention the enthusiasm you should have at winning the tournament ...
Of course customization is allowed. It would not be Beyblade otherwise.
