I just thought it was the worst in the tier after looking at they beys, but I initially didn't think it was that much worse, but I then found out Z3 and T3 were better. Plus I noticed more and more how the balance affected it. Not much worse, but keep in mind that 6-8 are all around the same level.

But attack... the old rubber Unite or Destroy or even Slingshock mode drivers?

And the wiki sais Destroy is a must have...

Ds was a must have like a year ago, not really anymore imo. But Ds isn't really for attack as much as balance. I've seen a lot of wrong things in my day, and Hn-S being bad is one of them. In limited I feel it will be a top choice for Hasbro players. Also, Hn-S is also available is the target exclusive pack with L4 and H4.

If you want to know, the good beys from rise are probably monster ogre, joker, myth Odax, inferno Salamander.  Use the joker and luinor chips with all of the layer bases and you'll be good! These are all really good in limited.
