How Wing Whip is portrayed in the manga is very different than the anime. In the manga the move is just a high speed attack. In the anime it utilizes the mechanics of the power driver to tighten Valtryek's lock and then unleashes a high power attack.

I think Wing Whip can go both ways. Yeah its usually just high speed big attack, but having your driver push down and all the aerodynamic stuff directly feeds into speed.

That's possible, but In the anime it was only activated by pressing down on the power driver and unleashing a high speed, power move.
