It's possible that only particularly bad ones are talking about it, however I recall a fairly large percentage talking about this issue when Quattro first released. It just doesn't feel very likely that only the people I know and talk regularly got weaker springs over everyone else, that just seems rather unlikely at best. Not sure which numbers you're talking about here either, unless you're talking rote spring strength numbers upon which case I can say little because I don't have any method to measure that short of pressing by hand and guessing. Not a very good system, that. I'm pretty sure that this is simply different combos from separate sets of 3 for the finals. since there is a minimum of two matches for a deck format stage of tournaments, there could easily be two different sets of combos they use in finals, semi-finals, quarter finals etc. Put it simply, you can't have a repeating part for a deck in one setting, but there are so many variations that could be used by the time you got to the final round, which is why there are combos indicated for the final rounds with same parts on them. If you take Quattro out of the equation and High/Low, that's more like 6 relevant modes to mention: namely which spin direction and which Layer mode it's in.
