Actually, yes, everything with a seed in it is technically a fruit. The part of the plant which encloses the seed is called the fruit. It's use (for the plants) is usually to get eaten by animals and birds who would throw the seeds here and there thus helping in seed dispersal. Vegetables with seeds are fruits too. Popcorn on the other hand is not a fruit rather something prepared from a fruit.
