The anime will most probably begin with Dual Layers and Burst launches in North America just later this year. The delay is not even that considerable, they would just be late by a few releases. I think it is way too soon to consider the existence of a Burst Limited format, especially since the new releases might not even outclass the previous parts.

I think we should wait to see what the metagame actually looks like at that time rather than just assuming that this will be necessary. This is also pretty different from what Limited is and the goals that it serves. Not to say that I think it's a bad idea.
