NRPA basically says that they have to show off the bey's gimmicks to actually look good. Both the dual spin feature and the counter burst resistor have not been shown off in the anime yet. Not to mention they'll want to show off the 2B chassis again, since it only got a two second showcase. Shu is 99% going to win here due to story, which makes sense, and gimmicks.
