Most of the tournaments coming up are in California, but I doubt that my parents will drive me down there, so are there any upcoming tournaments in Oregon?

Try going into the Beyblade Communities forum and use the search there to find threads about "Oregon". See what's going on and talk to people. If there's no tournaments going on, then you will have to work one out with others.
I have no tournaments in my state either. I'll have to work out helping to get them started here.

Step 1 Make your Beyblade Community in Community Topic.(minimum 4 and Try for 8)
Step 2 Master every WbO documents Available like news , guides and rules.
Step 3 take the quiz
and then organise a tournament when you're a organiser
