Hi, welcome! If by cover picture, you mean signature, you have to do a minimum number of posts. I can't remember how many, but don't spam for them. Submit full, real posts not just random spam for it. I don't think it's many. If you mean avatar, just go to user cp and then there will be a list of things like: Change Avatar, Chang Signature ETC. Hope this answered your question.
