According to that, the dragoon msuv went over 1,000 USD lol. Some low feedback people bid it up. So annoying when they do that

Right, open a case, 1 of 2 things will happen, he will either agree to cancel the transaction, or he will just ignore it/never sign on that ebay account again(this is probably what he will do) and ebay will not tax you on the sale.
Just list the dragoon msuv again, and post in nicccccce big letters SERIOUS BIDDERS ONLY, IF YOU HAVE LESS THAN 10 FEEDBACK AND WANT TO BID ON THIS ITEM, CONTACT ME BEFORE BIDDING. , in the item description

I would honestly simply place a disclaimer stating "No bids from users with less than 20 positive feedback will be accepted".
