It’s not very obvious at all; there is no information to back any of the speculation, except for Ashura. While Phi was a main villain previously, there is nothing to tie him to the HELL organization or signify his return. 

For Ashura, we’ve seen that Beys released earlier in a series that break get upgraded, Winning Valkyrie to Cho-Z Valkyrie, Z Achilles to Cho-Z Achilles, and now Ace Dragon to Imperial Dragon. Legend Spriggan to Spriggan Requiem technically falls under this as well. The only exception to this pattern would be Vice Leopard, and that could be the same for Ashura. 

Nothing is going to be clear for this release right now, so we’ll have to wait for the November or even the December edition of CoroCoro until there’s more official information to give some confirmation. For now it’ll just be speculation, and I only see Ashura’s theory having a basis honestly.

You're forgetting Shu (Valt's best friend) did, to a certain extent, "betray" Valt and his friends in God/Evolution, so it might not be too much of a stretch.

That aside, while an upgrade to Ashura would be nice, I don't think it would happen because Amane isn't one of the characters that gets a lot of focus. Kind of like the Kiyama bros: the dude who wins the first battle against protagonist, the dude who starts out as a rival but then becomes his pal, the pal who's always there to offer you a sparring partner but doesn't really get as much focus as other characters (you know, like Delta).

Phoenix would be pretty cool to see, though Phi being the owner would need some tweaks, like maybe he's being convinced or threatened by someone (possibly Arthur) to go down the dark path again.

Or it could be owned by an entirely new person, one whose name starts with P (duh), and maybe is like one of those fans who want to imitate their idol no matter what. Say, this new guy idolized Phi and his style of Beyblade back in Cho-Z (think Fumiya idolizing Free), thinking Phi's style was the way to go. Say he got upset when he lost to Aiga (and by extent, mending his ways, though this isn't confirmed) and was inspired to make his own Phoenix, and head out to finish what Phi started. 

Who knows, I thought Arthur was going to be the final boss, but oh well, such is life.

The last boss really does not have to be a villain, Valt was technically the last boss of cho z. Although Dead Phoenix was the last cho z bey.
