I agree that the OP hasn't been updated in a while. However, if you would check the Member list put up there, you'd find quite a many people in and around Haryana.
If you don't find too many, then you can try getting your friends onto this site.

MAJOR MAJOR ANNOUNCEMENT....!!!!!!!!!!!
We,Indian Bladers are planning to host India's biggest tournament ever.
This will be in Mumbai,27th,or 28th April,at 11am
we're planning to get a place in some mall or an outlet so that we can host the tournament.
If you're able to make it,please PM me as soon as possible.
We want minimum 32 bladers......!!!
Let's make this an epic and unforgettable event....!!

As for trying malls, we had tried asking a few malls to allow us to host certain tourneys in the past...
No luck with that...
Moreover, even if we get some mall to agree, it wouldn't be a truly pleasant experience... :\
Accommodating so many people, stadiums, etc for around 4-5 hours isn't easy.
At the same time, we won't actually have all the place we get at the National Park.
The entire idea is great of course, but the part of having a mall as a tourney location isn't exactly bright...
Even if someone allows us, it'd actually get a bit cramped, crowded and easily lead to mismanagement. Continuing the tourneys in an open space is much better, IMO.
Or, if indoor-play sounds that enticing, we'd need to book a hall like the Beyblade Crusaders did..

We have though about all of that; it's covered.
If we do end up getting a sponsor, let's say Landmark, or Funskool, getting a place to host won't be a problem.

I have a friend who is interested in the entire idea of beyblade, so I might persuade him to come for the tourney. He may or may not participate, and is probably interested only in watching the tourney. Still, lets see what can be done...
