This event will be approved per Kai V as soon as the Roanoke tourney is submitted.
In that case, ლ(ಠ益ಠლ)'s tournament really needs to be cleared. I have sent him a private message to ask him when he thinks he will be able to send everything, but unfortunately there is no way I can approve this proposal until I know that the previous Virgnia tournament is cleared. It really has nothing to do with you, do not worry.
