Plus they're practically the same, with almost everything similar to each other. I feel like the eye colour "differences" is due to the fact one is a manga version and one is an anime version. But everything else is so similar, and it would be pointless to make an extremely similar character that also owns Ragnaruk, it's like, it might as well just be Rantaro.

The Ranjirou guy has yellow eyes in the anime too. He makes an appearance in the trailer for the anime.

But it's obvious that this is the same character, Rantaro. And C-R will be released next month, then it's safe to say that yes, this is Rantaro.

I feel this is likely the case, but I want to know why he got the name change. I'm sure it'll come up eventually though.

The person got the name wrong. It's "Howie", not Bowie.

It’s already confirmed that Fubuki (the one with blond hair that kind of resembles Shu) is the owner of eF.
