It really depends on the situation, but yes, you are correct. Since we have things like Tempest Solomon/Lucifer Wheel Xtend+ 1S, which would weigh around 75-80 I think, having no attachments would give a big weight disadvantage.
Also, could we see Infinite Lucifer (Shield) Xtend Plus (stamina) 2B VS Rage Diabolos Quick' 3A?
