What he means by that (I'm assuming it's a he if it's she please correct me) is the build the legendary bladers like they were all going to be effective which they really weren't that much even ryuga the build up as being a very special person got overshadow by how special Rago was and the whole the all the legends alone would be enough to beat nemesis was really like that it gingka as the last man stadium the true symbol of hope the one that carries everything was actually the one that received the ultimate power boost and finish Rago .at the end of the day they couldve just made gingka the choosen one (which he was) while the others just Help out without calling them legends. For God sake yuki was a legendary instead of tsubasa,  yu, masamune,  julian,  dashan.  I mean got nothing against yuki but really him legend but not the guys I just mentioned  ?

Then why was Ryuga going around wanting to take the other legendary bladers star fragment powers? He wanted to make himself become the most powerful I believe. Against Chris, he was trying to flat out absorb his power to become his own, Gingka's dialogue implies that he was going to steal Orion's power had he kept going.

The solar bladers, like Rago, were chosen due to their heredity instead of their talent which is why nobody else could be a solar legendary Blader except for him and the others in that class.

I think that only the 4 seasons fragments can be passed on as those were given to those who were worthy, which may explain why Kenta was able to take the one from L-drago.
