Yes it is. Its description even says that its strength is one level higher than that of the original Bearing
It's hard to know what "one step higher" really means. It could just be a normal spring (the one inside is definitely not gold painted like other ' drivers), it could be a little stronger. Like, if Bearing is a half step compared to normal, "one step higher" could be 1.5 steps, still stronger than average.
It's not clear what meaning they intend here, so I wouldn't tout anything as fact until it's either released or TT specifically says something about it to clarify.

I dont know if it Rashad Bey or not, it doesnt looks like an attack type more like defense type. Also there is possibility a character change their bey type eg: basara from balance to defense

I saw that upcoming bey silhouette, but just... what the heck am I looking at? It could be just me, but it reminds me of Advance Survivor from HMS, because it's a round looking bey with spikes on top, and I think the spikes go both sides since you could see a small spike on the right side. It also reminds me of Death Driger, only because of the spikes.
Given the date it's meant to be released, it should be a major bey for the story, likely Rashad's. It honestly doesn't look like an attack type at all, not that Rashad's new bey needs to be an attack type, but it just doesn't seem like the kind of bey he'd use. However I'm only judging by a silhouette, so this is just my initial thoughts for now.
EDIT: Yes I know Basara had two completely different beys, but Rashad's red Valkyrie is more plot relevant because Rashad is a huge fan of Valt, so I would expect his own bey to sort of resemble Valkyrie's wings or shape, and the silhouette just doesn't so far.

Honestly judging from the silhouette, the bey definitely looks interesting to say the least. I'm willing to bet it could be an attack bey or a balance type and i have no doubt in my mind that this will be Rashad's new bey because since he's breaking Belial in the next episode then that might be a sign that he could evolve his bey to something new.

The silhouette has a grey or white ish background and the only beys with such colors are genesis and odin but since genesis and odin doesnt have a spike design and plus the design of the bey looks so circular to be a odin or genesis imo it is probably a new motif. Rashad has a grey/white ish secondary color on his savior valkyrie which could mean that this bey might be rashad bey plus a bey having a subsystem is always plot relavant and rashad currently is pretty relevant to the plot

I'm still not sure if this bey will own by Rashad, It's definitely a Defense or Balance type. also there is possibility Rashad changing type other than Attack
but Also, there is a Round Attack type like Odin and Dragon line. at this rate we just wait and see

It might be a defense bey that can go attack. I mean look at Belial Who basically can do anything. So this might be a defense bey that transform into an attack type this could be its overdrive ability or something like that.

This being Rashad's bey could be, since Bell will be getting Dangerous Belial. Since it's dangerous, maybe it will break Rashad's bey and he'll be forced to have his own original bey.
Roar Bahamut and Screech Solomon? That would be cool. Screech Solomon would be Balance which would fit the silhouette. Maybe he uses them together and make Growl Puff. Because Solomon - Magic King and Bahamut - Dragon God. We make Puff the Magic Dragon

Since bell has demonic dark black color bey, i think rashad bey will be Angelic white and gold theme

The word “dangerous” doesn’t really have a specific meaning. I mean, we had “bloody Longinus” back in turbo and we saw how that went.

You actually might be on to something! And besides, Rashads new outfit also has a shoulder piece that has spikes on it too so maybe they're all connected.
