From by experience (keep in mind it is only about two days worth) I would say no. slow to gain speed and if it gets knocked off balance goodbye movement. Also it retracts too late for a second wind momentum boost. For example, if the opponent is using a high speed attack type performance tip, using the reboot performance tip will throw itself into mobile stamina mode, hence the thin performance tip. When both beyblades that battle each other lose a good amount of stamina, let’s say, the high speed opponent has wasted a good amount of stamina while the reboot performance tip of your bey is still in its mobile stamina mode, the high speed opponent will be too slow to deal any good hits while the reboot performance tip does the work by shifting into high speed attack mode to let down high attack power on the already slower opponent. I can understand that Tomy and Hasbro don’t want the reboot to constantly drive around the tornado ridge so they figured this gimmick out pretty easily, knowing that the high speed mode won’t fly and stick into the tornado ridge at a low enough speed. Knowing this, Reboot won’t do any good against stamina and defence types.
