There are no release dates for Hasbro. It wasn't shown at the New York Toy Fair so I wouldn't expect it anytime soon.

Most 4D Beyblades are a lot less useful now because they're mostly outclassed by Synchromes and some other Zero-G parts. Phantom Orion's 4D Bottom, B : D, is the highest Stamina bottom available in terms of solo spin time, so it still sees use. Phantom itself doesn't get used anymore because it has too much recoil to compete with Synchromes, which are almost all at least mildly aggressive due to their asymmetrical designs. Diablo Nemesis functioned similarly to how Synchromes do now in the 4D era - at 54g it's heavier than everything else in the game at the time by like 12g, so its combination of sheer weight and aggressive shape let it tank hits and dish out its own. But since Synchromes in turn outweigh Diablo by another 8-10g, its major advantage of being the heaviest Beyblade is gone. At this point I don't see much reason to keep it on the top-tier list; it might be barely competitive with Synchromes still, but Wyvang^2, Balro^2, Begirados^2, and probably even lower-tier Synchromes like Saramanda sets outclass it now. It just doesn't bring anything to the table that aggressive Synchromes don't.

TL;DR:
- Phantom Orion is good for B : D, and Orion has excellent synergy with Flash, though Phantom is a bit too vulnerable to Attack to compete with Synchromes.
- Death Quetz is great for RDF, but Death is too lightweight to compete with Synchromes.
- Blitz Unicornio is good for Unicornio II, 100 and RSF, but Blitz is too lightweight to compete with Synchromes, and Unicornio II is not particularly useful anymore due to the lack of competitive 3-sided Metal Wheels.
- Duo Uranus is good for Duo and WD. 230 is largely outclassed by F230 and E230 but sees some use in Limited.
- Flash Sagittario is good for Flash, Sagittario II, and WD. Same story with 230 here, and Sagittario II isn't the best Clear Wheel, but it's respectably heavy and has a good shape.
- Diablo is more or less completely outclassed as a heavy Attack/Anti-Attack Metal Wheel, since Attack-type Synchromes fill that function far more effectively.

The strongest stock Beyblades in all of the Metal Saga would probably still be those three 4D Beyblades, Phantom Orion, Death Quetzalcoatl, and Blitz Unicornio (though Duo Uranus may be a competitor with Phantom for the Stamina role). Most Zero-G/Shogun Steel Beyblades weren't released as Synchromes, and the few that were generally had bad combinations of parts.

The most useful Beyblade is a bit harder to decide, because there are quite a few Beyblades that consist entirely of useful parts. Some of the best I can think of:
- Ronin Dragooon SA165WSF from Hasbro's Griffin/Dragooon 2-pack. This is the only place that gets you both Dragooon, the only left-spinning Chrome Wheel, and SA165, which is commonly paired with Dragooon on more Attack or Stamina based setups. Dragooon is the single most versatile part in MFB, in my opinion, because it gives you the ability to make any other Chrome Wheel into a left-spin Beyblade, which gives you all kinds of new customization options. SA165 is commonly paired with Dragooon to allow it to stay upright longer near the end of a match, giving it a better chance to squeeze out last-minute wins by outspinning the opponent.
- Duo Uranus 230WD from the Ultimate DX Set. Duo is powerful both for its excellent Stamina (rivalling that of Phantom) and its smooth, round shape that gives it very low recoil (and thus very high Defense). Uranus is a relatively small Clear Wheel, making it a good pick for Attack types trying to expose the Metal Wheel to hit harder. 230 is the tallest Track, and has been used for certain Stamina and niche Defense combos since its introduction, though E230 has outclassed it in the Defense role. WD has always been a top pick for Stamina types, and it's always good to keep at least one in good condition for battles.
- Vulcan Horogium BD145RS from Random Booster Vol. 7. This one is less useful for competing against Synchromes (except for BD145, which is great for Defense-based Dragooon combos) but it provides quite a few useful parts for both Standard and Limited format; BD145 is useful for Standard, while Vulcan and RS are both strong parts for Limited Format. Horogium is another low-profile Clear Wheel that helps Attack types hit harder by staying out of the way.

Even though I don't have Duo Uranus, it seems somewhat better than Phantom Orion because it seems to be able to destablise it, although I guess the trade off is that 230WD isn't really a good pairing.
