I forgot to ask what style is this tournament(Round robin, Double elimination , etc)

Depends on how many people are attending. 17 or less for Round Robin, 18+ for Swiss. Double Elimination is unlikely judging by the number of RSVPs unless we get an unprecedented number of players.

Only one prize for over 30 people?  I think you need to bump up the prize support?  We had $80 in prizes at our last event!!   

Outside for this event seems a bit crazy - considering the weather?  Any local places that you could squeeze us into, so nobody gets sick standing in the cold for several hours?  Maybe a community center, hotel, church multipurpose room...

Gave my college a shot to see If I can get it. I was supposed to request it a week earlier. It also fee i have to pay but if we do go through. I will need to apply the Venue fee on top of Entry fee plus just $5 to Passport holders

We should be able to get free space because the WBO is a non profit organization.  Don't take any places that require fees.
