L Drago energy rings aren’t interchangeable for anything except L Drago beyblade but I’m watching a WBO tournament rn and noticed a Blader using a Basalt L drago. What are the exact rules on using an L Drago?

That shouldn't be possible since Basalt is a right spin wheel. L Drago is only compatible with the it's specific wheel.
