It's not explicitly mentioned, so no. The banlist isn't meant to be a puzzle. It would be stated just like Atomic-S is right next to Atomic. In standard, Bearing is better. So, I think its close to get banned, but You can't ban everything:) If u ban it people will ask why Dm-S is not banned (its comparable) and so on.
