Yes it can. You need to get the National PokéDex first.
With Platinum's GTS, it didn't say what lvl the other person wanted. This made it a pain while trading.

you go to the wifi lady in the poke center where you go to gts this is black and white only and you click battle video and click search and enter the code and if a vid of xack vs rick appears thats it.

to do the victini event what do i have 2 do becuase i cant connect 2 nintendo wi-fi so can i go to my local GAME shop(im in UK so GAME is the biggest games shop)

nope mystery gift only and no gts since you need to see the pokemon to ask for it.by see i mean in pokedex

Two days ago, I put a lv. 1 snivy on wifi.
Yesterday, I got a lv 100 reshiram for it
But I wanted a lv 50 one, so I could EV train it, and teach it my own moves.
So last night I traded it for a lv 53 reshiram.
I bet the guy thought he ripped me off.

you have to get a heart scale and go to the move tuter in the plane city the one with the flying gym and head right of the poke cen and enter the house and 4 people will stand their one of them is a move deleter and the other is a move tuter talk to her.
