where is single layer luinor? the bey is an Iconic rival so shoun't lt be with all lines of Beyblade?

There is none. The first Longinus/Luinor was Lost Longinus/Luinor L2.Nine.Spiral, a dual layer bey. They never made a basic layer version, likely because they were already almost out of the dual layer saga and about to begin God. By that point there was no reason to create a basic layer version.

Luinor L2 is only sold individually?
There's no basic layer, but that's not what a "single pack" means.
