As many of you know, Hurricane is the disc with a spinning ring. However, you can take it off. I am wondering if this is legal in battles, and if it would be considered a different disc.

No, it is not. The Hurricane Disk is made up of both the metal and plastic parts; it cannot be separated and still be used for tournament play or testing.
