Not only is forneus a great bey, but it also comes with a level chip! It's a must-buy for me, so I want to know where to get it!

You have to wait for the random booster to come out first. Then, you have two options
a) try your luck at buying 1 pack and hope you get eF
b) buy a confirmed eF for a (usually) higher price than what you would pay for a random booster
