Will TT release a hazard kerbeus booster or starter in the future?
Or will random be the only release?

Every RLC exclusive layer gets a booster release.

Every RLC exclusive layer gets a booster release.

For example - WE can take Screw Trident ( it first came in RLC as a prize bey and later realised as Toko's bey at the end of beyblade burst god but Toko used it at the event of Super z ) OR we can take guardian kerbeus ( It also came in a RLC and later realised as a full bey )

We aren't sure yet, most likely a booster like Twin Nemesis, Jail Jormangand, Obelisk Odin and Screw Trident. It could be in a 3 on 3 set as an extra bey with a full combo like Chaos, Guardian Kerbeus and Mad Minoboros. However, Evileye was a special case where it was just a random beyblade in RBV6, given it's highly insignificant role. However I think Hazard Kerbeus has a big chance of being made into a booster as his owner (presumably) is on the anime poster.
