Just to clear up some confusion, is it illegal to use a unite driver that has all the rubber around the plastic part of the driver completely worn down, like no rubber around the plastic?

Parts that are damaged enough to affect performance are not allowed in tournaments.
In the Burst Format Rules it says parts with significant wear are not allowed
