It's not like Hasbro isn't releasing the 4D Beyblades in favour of Beywheelz. It's more so that they're releasing half of a 4D Beyblade, and Beywheelz. I can't come up with a situation where Beywheelz affects the general line. I can't really come up with an explanation as to what happened to the 4D tops either. You think it's a money issue, but Hasbro could easily just release the 4D tops as they were in Japan in a premium line that bumps up the MSRP, and continue to flood the shelves with non-4D bottomed variants of those tops at the standard MSRP. It is always possible that they would later release an actual "Cosmic Pegasus F:D" as well as all the other actual parts, but it is really, highly improbable.
