Exactly: the first kind cannot be regulated and normalised, therefore they are illegal, and the second type of stadiums is unfair to some or all Beyblade combinations.
I therefore do not really understand your question: that leaves TAKARA-TOMY stadiums as being legal. It does mean that you would have to import one, but they are still relatively cheap and we all had to import ours, no matter where we live.
