When it says "ONLY OFFICIAL TAKARA/TAKARA-TOMY, HASBRO, AND SONOKONG
BEYBLADES ARE LEGAL FOR WBO PLAY." does this mean that we cannot use custum beys?

You can use any combination of official Beyblade parts, but home-made parts or spinning tops are obviously not Beyblades, therefore not legal.
