Your best bet is to invite your friends to make accounts here, open a thread in the WBO General section(in the "Rest of the World" subforum), and get as many people as you can from your area together to try and hold your own WBO-Sanctioned Tournament.
In the future, please use existing threads to ask your questions, such as the "Questions about the WBO" thread in this same forum.
