There are no friend requests but you can add people to your buddy list.
1.You must participate in a WBO tournament, you get beypoints from battling people.
2. Read this http://worldbeyblade.org/Thread-How-to-make-a-Tournament-happen-The-Guide
3. I am pretty sure you can just make a thread for it in the WBO General forum.
