no u have to propose them urself for ur area and if it gets "OK'd" then u have a tourny but i dont think the WBO will hold one for all the states
im not an expert on this but if u want mor info look around and try to find someone who has held one to get mor info
if im wrong someone correct me or add mor info if i missed something

Only those who live in some areas can organise tournaments in those areas ... It is quite clear.
